(A) Construction is prohibited, unless in conformity with a valid building permit obtained from the Building Commissioner prior to commencement of construction.
(B) It shall be unlawful for any person to erect, construct, enlarge, alter, repair, improve, convert, use, occupy, or maintain any building or structure, in violation of this chapter.
