It shall be unlawful to place, deposit, leave, or dump any trash, ashes, broken bottles, garbage, junk, refuse or waste material of any kind on any premises, public or private, in the town where the same is open to view. For the purposes of this section, vehicles or parts of vehicles, or appliances not in condition for normal use shall be considered as junk or trash.
